The general target for Minnesota attics
Most of Minnesota sits in climate zone 6, with the far northern part of the state in zone 7. ENERGY STAR's published recommended insulation levels place both zones at an attic target of R-49 to R-60, among the highest in the country, reflecting how much heat a Minnesota attic loses over a typical winter.
That is a national guideline meant for homeowners comparing their own attic against a general benchmark, not a project-specific number. The International Residential Code sets its own minimum requirements for new construction and additions, which can differ from the ENERGY STAR recommendation and vary by jurisdiction, so a specific project should be checked against current local code as well as the general target.
Why the answer in inches depends on the material
R-value targets are expressed as a single number, but the depth needed to reach that number is different for every material. Spray foam is commonly published, on manufacturer data sheets, at roughly R-3.5 to R-3.7 per inch for open-cell foam and roughly R-6 to R-7 per inch for closed-cell foam, meaningfully higher than most loose-fill or batt products, which means it can reach a given R-value target at a shallower installed thickness.
Because that per-inch rating varies by manufacturer and product line, the data sheet for whatever material is actually being installed is the authoritative source for converting an R-value target into an installed depth, not a general chart. Why "some insulation" is not the same as "enough insulation"
Plenty of Minnesota attics have some insulation already, often installed decades ago to whatever standard was common at the time. Even, consistent coverage across the whole floor matters as much as the depth in any one spot, and air sealing underneath the insulation determines how much of that R-value actually gets realized in practice, since air leakage can account for a large share of a home's total heat loss according to the U.S. Department of Energy.
Two attics insulated to the same nominal depth can perform quite differently depending on whether the ceiling plane below was properly air sealed first. That is part of why we look at both together during an inspection rather than quoting a depth number over the phone.
What if your attic already has more than one layer?
A lot of Minnesota attics were not insulated once and left alone. It is common to find original fiberglass batts topped later with a layer of blown-in fiberglass or cellulose from a previous upgrade, or a partial spray foam job in one section and older batts in another. Measuring total depth still works as a starting point, but mixed layers make it harder to judge overall condition from the attic hatch alone, since a healthy top layer can be hiding a compressed or damaged layer underneath.
In these cases, the honest way to answer "how much do I have" is to check more than one spot in the attic, not just near the hatch, and to look at the condition of each layer rather than assuming the whole floor matches what is visible from the entrance. It is also worth knowing whether any of the layers were ever wet, since that affects whether adding more insulation on top is a reasonable option or whether the older material should come out first.
