New Construction Insulation: A Minnesota Builder's Guide
Insulation decisions made during framing are far easier and more effective than decisions made after drywall. Here is what Minnesota builders and homeowners should know before the walls close up.
The framing stage is the cheapest time to get insulation right
Every insulation contractor has seen the same scenario: a homeowner or builder calls after drywall is hung, once a cold room or a high bill has already shown up, and asks what can still be done. The honest answer is usually less than what could have been done a few weeks earlier, while the walls were still open. New construction is the one point in a home's life when every cavity, every rim joist bay, and every transition between framing and foundation is fully accessible at once.
That access is worth taking seriously. Retrofitting insulation into a finished wall almost always means working around what is already there, drilling access holes, or accepting a lower-performing method than what would have been possible with open framing. Getting new construction insulation right the first time is not just about avoiding a callback, it is about building an envelope that performs the way it is supposed to for decades.
Minnesota's energy code sets the baseline, not the ceiling
Minnesota's residential energy code is built on the energy provisions of the International Residential Code, adjusted for our climate zone, and it asks for more than a homeowner might expect from a code minimum. New homes have to meet both a prescriptive insulation table for the building envelope and a tested air leakage limit, verified with a blower door test, before the project can close out. In most current versions of the code, that air leakage limit for climate zones 5 through 8, which covers all of Minnesota, is 3 air changes per hour at 50 pascals or tighter.
That second requirement, the blower door test, is what separates new construction from most retrofit projects. It is not enough for insulation to look complete, the finished building has to prove it is actually airtight. That is one of the clearest reasons spray foam has become a common choice in new construction: it air-seals as it insulates, rather than requiring a separate air sealing step layered on top of batts or blown-in material to hit the same number.
For attics, ENERGY STAR's recommended levels for our climate zone (zone 6, with the far north in zone 7) fall in the R-49 to R-60 range, among the highest in the country. Wall cavities in colder zones generally target the R-38 to R-49 range, though what is achievable depends on the actual depth of the framing being used. These are useful reference points for a new build, on top of whatever the adopted code table requires for your specific jurisdiction.
What needs to happen before drywall goes up
A short list of what should be checked and signed off before the drywall crew shows up, since almost none of it is practical to fix afterward.
Why open framing changes what is possible
Insulating open, unfinished framing is a different job than insulating around what is already in place. Electrical and plumbing rough-in is visible and can be worked around cleanly instead of drilled through later. Odd framing details, jogs, cantilevers, transitions between floor levels, can be addressed directly instead of guessed at from a wall cavity's exterior. It is simply easier to do a complete job the first time than to catch up later.
This is also where spray foam earns its reputation in new construction specifically. Because it expands to fill the cavity and bonds to the framing as it cures, it handles irregular shapes, like the transition around a bump-out or the narrow space above a header, far more consistently than batts, which have to be cut and fitted piece by piece to get the same coverage.
The assemblies that deserve extra attention in a new build
A few parts of a new home tend to get less attention than they should, usually because they are less visible than a big open attic. Rim joists exist at every level where floor framing meets the foundation or an exterior wall, which means a two-story home has considerably more rim joist linear footage than a rambler, and every bit of it needs the same attention as the basement rim joist that gets inspected more often.
Vaulted or cathedral ceiling sections, increasingly common in great rooms and primary suites, do not have the buffer of attic space above them and need to be treated as their own assembly rather than an extension of the flat ceiling nearby. The wall between an attached garage and the house also deserves real attention in new construction, both for comfort and for keeping vehicle exhaust and other garage air from migrating into living space. It is easy to treat as an afterthought since it is not exterior facing, but it performs the same job as one.

Framing complete
The building shell is up and inspected, all cavities are open and accessible.
Mechanical, electrical, and plumbing rough-in
Ductwork, wiring, and pipes are run through the framing before insulation goes in around them.
Insulation
Cavities, rim joists, and any specialty assemblies (garage separation walls, vaulted ceilings, cantilevers) are insulated and air sealed.
Blower door test
The building's airtightness is verified against the code's air leakage limit before the project moves forward.
Drywall
Once insulation is complete and, where required, tested, the walls are closed up and the visible finish work begins.
